Recently, P. R. China MSA issued the “Work Plan for Innovative Maritime Services to Support High-quality Development of the Yangtze River Delta Integration (2023-2025)” (hereinafter referred to as “Work Plan”),  Work Plan aims to implement the important speech delivered by General Secretary Xi Jinping at the Symposium on Deepening the Integrated Development of the Yangtze River Delta, anchor the national strategy for integrated development of the Yangtze River Delta, and implement the work deployment of the Ministry of Transport regarding the integrated development of the Yangtze River Delta, promote innovative maritime services and support high-quality development of Yangtze River Delta integration.

Work Plan emphasizes the integration of maritime regulation and service support as the breakthrough point, with the construction of a comprehensive waterborne “traffic management” system as the main focus. It accelerates the transformation and development of maritime affairs, ensuring substantial achievements in the integrated development of maritime affairs in the Yangtze River Delta by the end of 2025, so as to serve the high-quality development of the regional economy and society, and lead the implementation of the national maritime service strategy.

The Work Plan proposes the main tasks to support the high-quality development of the Yangtze River Delta integration from five aspects. The first is to coordinate and smooth the “main artery” of water transportation in the Yangtze River Delta. The second is to create a “demonstration zone” for safe water transportation in the Yangtze River Delta, including strengthening regional law enforcement and governance and promoting demand-side reform of ship inspections in Yangtze River Delta. The third is to jointly build a “green shipping eco-corridor” in the Yangtze River Delta. The fourth is to fully construct an efficient and convenient “service circle” in the Yangtze River Delta. The fifth is to accelerate the promotion of digital maritime governance in the Yangtze River Delta, including pilot application of “credit code” for ships in Yangtze River Delta, deepening the use of electronic maritime qualifications, pilot application of “crew member code”, and promoting data resource sharing for ships entering into and leaving from ports, relying on digital reform to continuously improve the level of smart services.

Additionally, the Work Plan also emphasizes the need to strengthen organizational leadership, resource guarantee, and work responsibility implementation.
